From The Hague to Wilson to Hitler, 1912

| Yes there was a Crash and Depression in 1921 just as in 1914 when the Harrison Act, Income Tax and WW1 obtruded upon the nation's notice, and in 1907 when prohibition mania went viral. |
President Woodrow Wilson, himself a temperance man, vetoed the Volstead Act instituting fines, imprisonments, asset-forfeiture confiscations, padlocking and gunplay with live ammo in the War against Beer and the Demon Rum. Congress, by then a nest of Republican National Socialist and Progressive politicians, overrode the veto. The Senate proceeded to step on Wilson's beloved Treaty of Versailles and Charter of the League of Nations--both of which delegated substance prohibition powers to the League in their Articles 23. 4. The United States reserves to itself exclusively the right to decide what questions are within its domestic jurisdiction and declares that all domestic and political questions relating wholly or in part to its internal affairs, including immigration, labor, coastwise traffic, the tariff, commerce, the suppression of traffic in women and children, and in opium and other dangerous drugs, and all other domestic questions, are solely within the jurisdiction of the United States and are not under this treaty to be submitted in any way either to arbitration or to the consideration of the Council or of the Assembly of the League of Nations, or any agency thereof, or to the decision or recommendation of any other power.
Lodge's reservations do mention Article 22 mandating native races back under colonial rule--just not German rule--"and the prohibition of abuses." Republicans reiterated Monroe's doctrine and convinced voters Wilson had promised to keep them out of war then bayoneted them in the back--the way Hitler claimed Germany's "November criminals" had backstabbed the Reich. It has only recently come to light that the USA's Hellfire Boys lustily fired tens of thousands of shells of poison gas into German lines, perhaps even the poison gas that put corporal Hitler in the hospital.(link)
Lodge's reservations do NOT mention Article 295 of the Treaty of Versailles, whereby ratification of the Versailles pact meant accepting the January 1912 Hague Opium Convention--as quietly amended--by early ratifiers. Dutch coca farmers in Java and Sumatra, already trapped, saw in Article 295 a chance to ensnare Uncle Sam into at least paying the League to enforce U.S. prohibitionism worldwide. After all, the ink was barely dry on the relatively sensible Hague antiopium convention when American prohibitionists rushed to amend it to include addictive morphine, harmless marijuana and nonaddictive cocaine in the package.(link) This was afoot, AFTER Germany and the Netherlands had trustingly signed the original, while Archduke Ferdinand was touring Australia, the nation with the world's highest per-capita cocaine consumption. Since nowhere near the ratifications needed to make binding the original, and fresh American demands had by July 1914 completely alienated many signers of the original and uncommitted alike, the text was again amended with the intention of making it ex-post-facto binding on as many as could be induced to ratify the Americanized version.
This bait-and-switch alienated Peru, Bolivia, Japan, Germany, Argentina, Colombia, Paraguay, Chile, Mexico, Russia, Switzerland, El Salvador, Brazil, the Austro-Hungarian Empire and many others into having nothing to do with the "convention". Finally, on June 18, 1914, shortly before the Archduke's ship docked at Trieste on the Adriatic, Italy became the 11th power to ratify the convention. Ten days later the Archduke and his lady were shot dead in Sarajevo, after over two years of economic depression and war in the opium-producing Balkan States occasioned by Revolutionary China's absolute ban on importation of opium.(link) The next ratification came from the frightened Netherlands government the day after the Archduke Ferdinand couple were killed. War broke out the day President Wilson announced corporate income tax returns would be open to public inspection. A few more ratifications were voted during the duress of the resulting global drug war. Finally the the Versailles "Peace" treaty frogmarched its signers into automatic ratification of the altered and amended omnibus Hague convention shortly before the Dutch legation leapt at the chance to drag the USA into the mess Teddy Roosevelt had dragged it into. Government History teachers act shocked and surprised when confronted with these facts. I myself was shocked to discover there are no legible images of signed January 1912 opium agreements to be viewed online. The ones I found were all the size of postage stamps and absolutely illegible. What I did find in an American antidrug prohibition propaganda book was this admission, with gratuitous backhanded speculation on the abstainers' motives:
The antidrug meetings accomplished little, however. The 1911-1912 conferees, because of international rivalries over drug-generated revenue, failed to conclude a treaty regulating narcotics other than opium. (Donald J Mabry, The Latin American Narcotics Trade and U.S. National Security, 1989 p. 18)
America's ban on liquor created a hot market for ether, weed, stimulants and narcotics alike, many of them easily transported to floating Rum Row supply ships by war surplus submarines. Germany's huge share of that market was, readers have seen, while a major cause of WW1 also a handy source of income enabling Germany to pay blackmail in what Wilson aide Joseph Tumulty called "the reduction of Germany to a slave state."(link) The next move was to pack a League Advisory Committee on the Traffic in Opium--and whatever else Americans deemed Satanic--with European drug dealers and pharma representatives. This, as we shall see in upcoming chapters, would result in transfer of about 10% of Germany's share of that market to competing manufactured drug exporting countries before triggering WW2.
Anyone able to find evidence that the Hague convention signed in January 1912 suggested people be shot over drugs other than opium is invited to comment and indicate the evidence.
