On 19 February 1980, the Commission on Narcotic Drugs decided to ask all governments to implement to the fullest extent possible sweeping countermeasures against drugs declared illegal, and recommended crackdowns: 3 (XXVIII) ...on financial assets and transactions related to illicit traffic… and subsidized equipment and technical assistance to prohibitionist countries.(link) The muckraking journalists on 60 Minutes--who stirred national panic after a TMI reactor malfunction injured no one--promptly fanned hysteria against Bolivian plant drugs neither habit-forming nor addictive.(link) The recession in 1980--like the Great Depression caused in part by League of Nations prohibitionism--is thus clearly discernible in the first quarter of 1980. Inflation went to 13%, then 15% and the San Francisco Fed presented an unconvincing theory reminiscent of Herbert Hoover's "explanation" of the German crisis of 1931.(link) (link) On Wednesday, 10OCT1979 a market crash--the worst since the 1973 Commission on Narcotic Drugs meetup sparked drug dragnets, money-laundering confiscations.(link) These segued into market crashes and recession in 1974-5.(link) As marijuana and cocaine replaced alcohol, traffic fatalities fell. But as addictive opiates like what alcohol prohibition brought to America in the 1920s replaced unobtainable LSD, CDC charts show deaths by drug poisoning increased steadily.

Reagan as governor had banned LSD and ramped up bans on marijuana, neither of which is habit forming or has caused a single death. Addictive opiates, amphetamines and South American plant stimulants replaced relatively harmless modern drugs. Prison populations accumulated rapidly, serving 5-6 years on average, so victimless criminals incarcerated in 1981-82 accumulated through 1986-88. So by 1986 there were about 6 victimless drug convicts in prison for every person poisoned thanks to heroin having replaced LSD, mescaline, MMDA and psilocybin on black markets.

The function of the Federal Reserve System is to soften and disguise the financial impact of sumptuary legislation making a crime of some production and trade. When in 1907 a spate of state and federal legislation banning liquor, beverages and adding regulations on drugs--and even foods such as sardines--a Banking Panic crippled the nation's banks. Influential bankers improvised a network of clearinghouses for interbank payments so business could continue. Broader prohibition laws pressed forth by The Hague, as China closed its borders to such shipments, caused Opium gluts and war in Balkan States. Pressure to use these laws and the Harrison Act to take market share from Germany--leading producer of non-addictive local painkiller, cattarh treatment and refined narcotics--caused WW1. Precisely because its role is to facilitate the expansion of economy-destroying prohibitionist coercion, it wouldn't do for the Fed to advertise the fact. The Fed serves as a sort of anesthetic to lessen the pain of prohibition and wars wrecking the economy while inventing ways to dissemble the coercive causes of that wreckage. In this sense the Fed is a sort of opium to keep the masses from realizing that bans on trade create poverty. So why the recession from the second half of 1981 through most of 1982?
Facts are the tersest indicators. One of these is that Crashes are what happen when folks who know that's going on realize that a crisis is about to happen. Picture children playing on railroad tracks. Suddenly they jump off, and lo! A train comes along. Every Crash is investors realizing a huge disaster is coming. The Depression or recession that follows the Crash is the actual cause. The Crash is merely the harbinger. In our last episode, Jimmy Carter inherited fallout from Nixon's 1969 Operation Intercept and War on Drugs and June 1971 War On Drugs. There was also the Commission on Narcotic Drugs zombie-hunt held at Geneva early in 1973.(link) Nobody ever mentions that. When was the last time you heard about the League of Nations Opium Advisory Committee meeting in Geneva from January 17th to
February 2nd, 1929 to urge politicians worldwide to pay men with guns to rob, kill or cage people over opium--AND things that are neither habit-forming nor narcotics at all? Search for it!
In 31 years of searching newspapers, the only mention of this important, altruistic, subsidized international movement in print media was the following entry in the New York World Almanac for 1930, giving the events for the preceding year, 1929, the year of the Great Stock Market Crash:
Feb. 2 At Geneva, the League of Nations Advisory Commission on Opium, in its report, names great chemical firms which have been frequently caught in the illegal traffic, names League members which have refused to cooperate, and reveals that manufacturers have found a way to evade treaty restrictions by converting narcotics into chemical salts which can easily be changed back to their original form. It declares that there is a movement for establishment of more drug factories in Turkey, Hungary, Persia, Russia or Jugo-Slavia, where narcotics are either beyond international control or opium is easily obtainable. 15JAN1963: JFK Executive Order 11076 established an Advisory Commission onNarcotics and Drug Abuse to end 31DEC1963. (link) It never ended.
Shortly after Gerald Ford pardoned Nixon for all high crimes and misdemeanors with a $60,000 pension, $400,000 in transition expenses and $12,000 for a valet, a financial crisis developed in Belgium--and everywhere else.

Times 13/35 Unauthorized dealings in foreign currency could cost bank millions.
BRUSSELS, Belgium – Belgium's second-largest bank said today it expected losses
of $15 million to $37.5 million from unauthorized dealings in foreign currency.
The Banque de Bruxelles and the Belgian finance ministry reported Monday that
four of the bank's dealers had made "irregular, unrecorded and
unauthorized foreign exchange transactions" of US dollars and German
marks. The prosecutor's office said that the dealers are being charged with
falsification of accounting documents. (link).
Ten pages earlier in that same issue, a sudden, unexplained financial crisis with graphs showing crashed stock markets in the USA, Germany, France, Hongkong, London, Italy, Holland, Australia, Canada and Japan.(link) This developed eight months after wheels began turning at the Feb-March Commission on "Narcotic" drugs third session.(link) Bolivia did send observers to the dog-and-pony show. All of a sudden, revolts broke out in Bolivia and Argentina, neither of which produced or transported anything other than non-habit-forming coca products tarbrushed as "narcotics" by bureaucratic fiat. Repeats of this rally for deadly force were promised for 1976 and 1978!
Violent revolts in Bolivia and Argentina were a clue that whatever spun out of Belgium to damage the world's economy had to have something to do with cocaine. The Domestic Council Drug Abuse Task Force, chaired by Vice President Nelson Rockefeller in a White Paper concluded marijuana was a minor problem
and cocaine was not a problem. “Cocaine,” the report stated, “is
not physically addictive... and usually does not result in serious social consequences,
such as crime, hospital emergency room admissions, or death.”(link) Republicans decided that this--not the JFK assassination coverup, Nixon pardon or Dole on the ticket--was a mistake. Just before the election, news broke that Europeans had quit taking narcotics. Europeans preferred taking LSD just as Americans in 1966-70 had switched from other drugs to LSD.(link) The Carter Administration, mired in Iran crises, desperately tried enforcing victimless crime laws, but succeeded only in causing another Crash.(link) Mohammedan fanatics in effect helped elect Reagan, so the stage was set for as dramatic a change in prison populations as that wrought by Herbert Hoover when the world population was 2 billion.(link)

Bad reading: 1931: Debt, Crisis, and the Rise of Hitler by Tobias Straumann.(link) This is the only book aside from the Herbert Hoover Presidential Papers Supplement on the Moratorium that even attempts to provide a detailed explanation of the crisis that shattered Germany's banking system in May, June and July of 1931.(link) Straumann, like Hoover and his Secretaries, elides all mention of League of Nations efforts under the Versailles Treaty to get Germany to sign a "Narcotics" Limitation Convention broader and stricter than the 1912 Hague Opium Convention or the 1925 Geneva Convention combined. Indeed, Germany was still the world leader in chemistry and pharma and relied on those wanings to pay war reparations to the European WW1 Allies. It strains credulity to imagine that Straumann or President Hoover did not understand exactly why these looming restrictions wrecked the German economy. Indeed, these looming restrictions and continuing exactions were precisely what had, since the start of September 1929, worried investors to the point of capital flight from Germany. Straumann closely repeats Hoover's story, down to the omissions and elisions memory-holing this most important overarching facet of the political, financial and diplomatic context of the occasion. A member of the Hoover Administration or the I.G. Farben conglomerate eager to keep the entire drug-limitation aspect of the crisis from public scrutiny could hardly do better than have someone like Straumann corroborate the government's carefully circumscribed tailoring of the facts. Stonewalling the facts certainly helped the National Socialist Party rise from obloquy to power inside of two years.

1973-74: The DOW was high early 1973 as the pro-choice, anti-draft Libertarian Party got an electoral vote. Women became rightful individuals a couple of weeks later and the U.S. was driven out of Vietnam as unemployment dropped to 1960 levels. Nixon's Watergate burglars soon dominated the news until mid-October, when a Brussels bank was investigated for odd exchange transactions with German banks.(link) The New York Dow Jones average dropped from 1000 to about 600. Germany down from 800 to 550. France dropped from 100
to below 50. London dropped from 500 to 175. Italy showed wild zigzags, net loss.
Holland dropped from 170 to below 100. Australia dropped from 650 to 75. Canada
fell from 220 to below 150. Japan down from 410 to 275. Hong Kong 1000, spiked
to 1800, then dropped to about 220... Why?
On 22JAN1973, the same day the Supreme Court voted by a margin of 7-2 that a woman had a constitutional right to an abortion, the twenty-fifth session of
the Commission on Narcotic Drugs was held at Geneva from 22 January to 9
February 1973.(link) Recall that the 1969-1970 recession above--with steep unemployment--matched Nixon's Operation Intercept which segued into the Convention on Psychotropic Substances signed at Vienna, Austria, on February 21, 1971. On the chart above, surprise, surprise, in mid-October 1973 we have the start of another recession. During the gap campaign funding irregularities and burglars hired to break into Democratic headquarters occupied the Nixon Administration, which issued heated denials of wrongdoing in August. Nixon was cornered, quit, was pardoned by Ford for all high crimes, felonies and treason on 08SEP1974... but the deadly prohibitionism he left, like a stray dog, on America's doorstep, persisted with the huge increases in unemployment, inflation and stagnation shown above.
Unemployment increased under the weight of deadly new prohibitions enforced worldwide by men with guns. Ford and running mate Dole were tossed out by voters and unemployment fell during the Jimmy Carter Administration.

Good Reading: INTERNATIONAL NARCOTICS CONTROL by L.E.S. EISENLOHR, Arno Press, NY, 1981. This highly slanted government propaganda book opens with the Establishment of the Opium Advisory Committee and covers it's work, bizarre plans and trial balloons, monopoly control, the establishment of the Permanent Central Opium Board and its functioning, and several chapters on how deadly coercion can control production. All of this papers over entirely the fact that the Hague Opium Convention, organized to placate Qing China, was re-tasked as a weapon in cartel warfare. Americans wanted to include beer, wine and brandy but dared not lest they become a laughingstock. So the U.S. devoted all efforts to banning South American cocaine--a drug much like coffee. Eurasians meanwhile exploited the bureaucracy--funded in large measure by the fanatical Herbert-Hoover-Harry Anslinger Axis--to back its efforts to ban cannabis, which is neither toxic nor habit-forming, precisely to make opium more expensive and profitable. This is a chart of the unemployment rate, not stock prices
The UN replaced the League as Global Prohibition Organizer in 1945, after the opium war historians obediently refer to as WW2. This made sense the same way transferring the banning of plant leaves from the Hague to The League--by way of the Treaty of Versailles--made sense. After all, that early effort had appeased China into calling off its boycott of U.S. goods. But it also resulted in two Balkan Wars and WW1 as the members of the Opium Advisory Committee gleefully wielded the Versailles Treaty and Geneva dope convention as a club with which to put competitors--such as Germany and cannabis--at a disadvantage.
Few perceived the connection between the forced financial oscillations of 1927, 1928, 1929 and waves of banking panics that swept the USA with the income tax was weaponized against the twin evils of the alcohol and drug traffic. But America's homegrown alcohol industry and the burgeoning drug trade which flowed in to occupy part of alcohol's market niche since 1920 felt the causality on their hides. The worst of the 1929 market breaks came when the Opium Advisory Committee handed its recommendation that the League organize a global crackdown on the production of not just addictive narcotics, but any leaf, twig, vine, tea, cactus or fungus capable of inducing any pleasure whatsoever. This occurred the first week of September, 1929, and the markets never recovered until war broke out anew in 1939.
With the Al Capone tax case as background, and with aid and comfort provided by Hoover Appointee Harry Anslinger in 1931, U.S. policies wrecked Germany's drug industry, toppling the house of cards whereby Germany had been making reparations payments to debt-laden Allies. Germany's chemical industries reacted by financing the truculent and xenophobic National Socialist Party. Herbert Hoover Prohibitionists concurrently had the bad luck of zealously wrecking the U.S. economy and were ostracized from executive office shortly after Hitler's elevation to power--for two decades!
Soon after the usual war, prohibitionists in 1949 renewed their vow to rename everything a narcotic and ban it globally. That pledge was renewed in 1958 so March 1961 brought the "Single" global prohibitionist convention with its calendar. With JFK out of the way, Nixon rampaged in 1969 and a drug recession resulted. Asset forfeiture was weaponized in 1971. Then came "Psychotropic", then War on Drugs, then the MAR 1972 plot to revisit 1961 promises to ban stuff with its 15-year deadline... meaning 1986! Reagan timely revived global prohibitionism, the Crash crashed in 1987. Bush2 hoisted the sumptuary banner urging cops to practice faith-based asset forfeiture looting of homes. Suddenly 2008 mortgage derivatives Crash gets Obama elected in a Great Recession. Wallace/Reagan voters wail "a Black America will lose its greatness" (Ole Miss, 1962). Gary Johnson redealt 127 electoral votes & accidentally squeaked Trump into office. Is any of his true? How does the record look? Do recessions accompany laws making production and trade a crime?

The Economic and Social Council of the United Nations, by resolution 689 J (XXVI) of 28 July 1958, decided to convene in accordance with Article 62, paragraph 4, of the Charter of the United Nations, and with the provisions of General Assembly resolution 366 (IV) of 3 DECEMBER 1949, a plenipotentiary conference for the adoption of a single convention on narcotic drugs. Seventy-three countries were drawn into its web. Ten years later gestation was well under weigh and pecking order firmly established. Observe the onset of recession-level unemployment in the chart above.

30MAR1961: ...and the term "Single Convention on Narcotic Drugs" means the Single Convention on Narcotic Drugs signed at New York, New York, on March 30, 1961. Recommends that the Parties: 1. Should bear in mind that drug addiction is often the result of an unwholesome social atmosphere in which those who are most exposed to the danger of drug abuse live; 2. Should do everything in their power to combat the spread of the illicit use of drugs; Nixon was defeated and this version contained no 25-year deadline for enacting worldwide prohibitions in 1986. Yet the recession in the chart above indicates someone had a bad feeling about all this prohibitionism.
21SEP1969: Operation Intercept was an anti-drug measure engaged by President Richard Nixon—effective 21 September – 11 October 1969—that resulted in a near shutdown of border crossings between Mexico and the United States. Observe the close fit with the 1969-70 recession in the chart above, well before the so-called "Nixon Shock."

21FEB1971: (31) The term "Convention on Psychotropic Substances" means the Convention on Psychotropic Substances signed at Vienna, Austria, on February 21, 1971. Few Americans knew of this pincer movement. Many crashes and recessions occur as realization set in that bad things are about to happen. 17JUN1971 was when Nixon announced the "War On Drugs." Observe the lengthy recession bar not long afterward in the chart above.
06MAR1972-24MAR1972: United Nations Conference
to consider amendments to the Single Convention on Narcotic Drugs, 1961, met at
the United Nations Office at Geneva. Ninety-seven countries show up eager to have their
economies destabilized through America-led asset-forfeiture looting, reefer
madness, cocaine negroes. At this convention the 1961 original was retroactively jimmied
to include in Article 14 a 25-year deadline for international banning of
everything that could possibly be banned, which meant 30MAR1986, about the time
Nancy and Ronald Reagan went Reefer Madness with Just Say No, mandatory
testing, fining federal employees and invading other countries to loot assets
and burn crops. Once realization dawned as to what had transpired in, lengthy recession set in before 1974 through into 1975. Unemployment never dropped back to its palmy 1969 levels until Obama left Office.

No American schoolbook mentioned the Opium Wars until Brian Inglis published The Opium War in 1976, the election year the Libertarian Party ran its second slate of candidates demanding repeal of drug prohibition laws. The audiobook version is now available.(link) Brian's other drug book, the Forbidden Game, gives further insights into how prohibitionism developed as a cudgel with which pharma cartels wielded government laws as marketing tools and double-edged weapons once the colonial harnessing of addiction was out of the bag.(link) The link between the dragooning of political States into marketing tools and weapons of economic warfare is not the sort of thing those political states extoll with pride. Enormous effort goes into disguising the fact made plain by Adam Smith in 1775 that wars prohibiting production and trade necessarily wreck national economies, just as purging the violence of law from trade relations gives rise to the Wealth of Nations.(link) As Smith cannily observed "We rarely hear, it has been said, of the combinations of masters, though frequently of those of workmen."
So ingrained by conditioning is blindness to the prima facie obviousness that banning trade brings Panics, Crashes, Depressions and War that the very suggestion that Prohibitions on commerce--be it of liquor, drugs or books--elicits an almost instinctive skeptical reaction worthy of the attention of the son of a deputy opium inspector second-class. Eric Arthur Blair, better known by his pen name George Orwell, was in fact just such a son and in 1930 wrote a book the publication and sale of which was soon banned throughout the British Empire.(link) This blog mostly unfolds a tale of the whys and wherefores of this censorship. You and I are examining the facts it conditions people to ignore by methods proven to sell liquor and cigarettes.(link)
The chart above claims that German production of morphine fell in 1930 to a level lower than the previous five years of rapid population growth. Nobody mentions that American prohibition laws urged ahead by Chinese trade boycotts as of 1905, had expanded internationally via the Hague until war exploded in morphine-exporting Europe. The Versailles surrender treaty operated by the League of Nations took over drug cartel prohibitionism--in its Article 23--and also demanded Germany pay war reparations to the European victors. German morphine found its way to the USA as a replacement for alcohol, but those clandestine exports were hampered by the establishment of the Advisory Committee on the Traffic in Opium and Other Dangerous Drugs on 15DEC1920, the day before liquor was banned by U.S. law. The subsequent Jones-Miller Act of 26MAY1922 creating Federal Narcotics Control Board soon played a role in wrecking the German economy.(link) Government schools elide these laws and focus instead on French incursions into Germany's Ruhr region and the horrors of hyperinflation.(link)
America's War On Beer and Gin led to enforcement of the Prohibition Amendment via the Income Tax Amendment. This method leaked over into so-called "narcotics" as of 16MAY1927, and all German industrial output fell sharply, as the 1927 morphine bar shows on the League of Nations chart above. That same politician, Wesley Livsey Jones, wrote a law making even beer offenses a felony in March 1929, one month after the League of Nations Opium Advisory Committee meeting in Geneva spent two weeks in lively discussions of ways to enforce prohibitions on the "illicit" traffic in what it called "dangerous drugs."
The word CRASH described the U.S. financial situation in Time Magazine in its 21APR1929 edition.(link) But the word CRASH soon returned to journalistic vernacular, for the Opium Advisory Committee turned its report and recommendations over to the League of Nations which met on 02SEP1929. These came complete with Chinese recommendations that drug manufactures be limited by government fiat and that China be given a world monopoly on producing opiates. Three days earlier, talks on war reparations payments at the Hague were concluded. Check any interactive chart and you can see that stock prices changed from rising to falling on 03SEP1929. On the 17th of January, 1929, the League Of Nations' coryphaeus of opium prohibitionism met in Geneva to deliberate on the initiation of deadly force in furtherance of prohibitions outlawing production and trade. On September 2, this Opium Advisory Committee recommended that the League organize gangs to kill, imprison and confiscate throughout the entire planet, as the Republicans had done in the USA. As of March 2, 1929, beer and wine made one liable to five years in jail and a fine of about 14 pounds of gold.(link) Stock markets shriveled and interest rates climbed steeply.
All that remained was for Europe to withdraw investments from the USA, as England had done when China, in December of 1836, invited the East India Company opium dealers to leave. Germany--the world's premier heroin producer even before the First World War--stood threatened by the Christian fascism of compulsory abstinence. Japan was the only Asian country that confessed to being a cocaine producer--for which non-addictive stimulant there was a "huge black market" all over Asia. That same Advisory Committee met again January 20th to February 14th 1930, this time entertaining suggestions that China ought to be given a global monopoly on production of opiate narcotics. Is it any surprise that Japan and Germany were the first countries to abandon the League of Nations and join together as allies against all who supported the global exportation of Sino-American prohibitionism?
The mechanism was similar to that of the Panic of 1837. China in 1936 sent away the British dealers and Britain liquidated American bonds to finance the Opium Wars. Similarly, the Crash of 1929 turned into an avalanche in 1930, the year , and the export of violent prohibitionism blew up the German economy with the Convention on the Limitation of "narcotics", i.e. EVERYTHING, which hit in June-July 1931. The crime wave which has assumed such terrible proportions in the United States is largely attributable to smuggled heroin and cocaine and other vicious drugs. One-third of all the inmates of our federal prisons are addicts or violators of our narcotics laws. It is estimated by reliable authorities that 50% of the crimes of violence can be traced back to some form of drugs.
Every available weapon must be brought into use against these smugglers in habit-forming drugs, particularly against the higher-ups in the big international dope rings, who are worse than murderers. /meaning worse than prohibition agents/ We have remained silent and have tolerated their insults and their criminal activities far too long.
The narcotics traffic is world-wide and it is essential that there should be unity and cooperation among the great nations, in order to secure enforcements and control the manufacturer of habit-forming drugs in all nations of the world by their own governments. [this while the Narcotics Limitation Convention is riveted onto Germany, the world's largest exporter of heroin, now in demand thanks to the prohibition of beer and wine as narcotic liquor. Fish made a similar speech over the radio May 28. Hitler met Baron August von Finck and raised 13 million Reichsmarks February 3.]
This hit the news while the Convention on the Limitation of Narcotic Drugs was targeting Germany, the world's largest exporter of heroin, a product for which there was an exaggerated demand thanks to the prohibition of beer and wine as narcotic drinks in the USA. Fish had delivered a similar speech on May 28, and throughout the Hoover administration he had been agitating in Congress and in meetings with the America's first Quaker President.
Almost a year earlier, the US signed an extradition treaty with Germany, clause 7 of which provided for extradition for piracy and 28 for crimes or incidents of drug trafficking. Bigwigs, even millionaires from Germany's chemical and pharmaceutical companies could have been dragged off in handcuffs to the fanatical United States if Deputy Fish had been taken at his word.
Hitler had a meeting four months earlier, in February, with Baron August von Finck (of Merck) and raised 13 million Reichsmarks for his election campaign.(link) The Baron's son was one of the biggest backers financing the current German party of positive Christianity during the rise of Donald Trump. (link) Germans refer to the Alternative for Germany (AfD) party as a Nazi-fascist party, and rarely miss a chance to embarrass the U.S. Libertarian Party--infiltrated since May 2022 by the prophets of von Mises---whose institute is also funded by billionaires descended from Nazis.(link) U.S. meddling had some really unexpected consequences then, and now.
