Nevermind India's land borders with China and Burma, complete with handy river routes leading east to Nanking & Shanghai. At this point Italian Senator Cavazzoni says AHA! then demands the record reflect that the Americans were right after all and that only by limiting production of leaves and flowers and manufactures therefrom at gunpoint on every acre on Earth--as demanded in every American memorandum since 1923--could the women and children of Christendom be saved from impending enslavement by greedy dope pushers. The excitable Senator then urged immediate discussion of the latest USA memorandum, which again demanded those very same things as predictably as a scratched record.
The other delegates ignored this outburst and resumed quibbling over how no coca nor prepared smoking opium could possibly be Indian because India denied making either product! Attention then turned to the Netherlands East Indies of Java and Sumatra. USA collaborationist & customs narc Lyall noted that syringes and needles had been legalized there, but omitted that this was a natural effect of prohibition driving up opiate prices as supplies dwindled. The Dutch explained that with opiate prices rising it was impossible to enforce a ban on syringes. With Java and Sumatra both awash in smokable crude cocaine paste made from coca twice as strong as that of Bolivia, there certainly was no reason to risk refining crude cocaine paste into injectable hydrochloride to achieve similar recreational effects--only without the telltale scars.
In point of economic fact, any glut of coca paste could be relieved by adding the coca paste to ingredients used to make "prepared" opium. The "recipe" for prepared smoking opium was from all these documents cleverly but thoroughly elided. No surprise then, that to Mr Lyall's eyes, Dutch Indies production of "prepared" opium had steadily increased by nearly 20% from 1924 to 1927. Lyall tied to wheedle the Dutch into handing over opium figures for 1911 through 1913. Dutch representative Van Wettum countered, pointing out that the Hague Convention only operated in the Dutch Indies as of 1914, but reported the decreasing number of chests of raw opium imported (as local production downsized) for 1914, 1915, 1920-21, where each chest contained 1600 taels of raw opium which boiled down to 1000 taels of prepared opium there one tael = 38.6 grams. Yet monopoly licensing drove up the price of opium so that consumption of the combined sum of government Régie and smuggled opium increased over time. The government monopoly was therefore abolished in large centres and smokers were registered instead. Mr Van Wettum did mention--in a passing reference to the way Dutch Indies coca leaf exports were dwindling per p22 of document O.C. 877—without the record reflecting how much coca leaf tonnage the world's largest producer harvested at twice the alkaloid content per leaf. That figure was contained in the American report, likewise elided from the minutes of this 6th meeting of the Opium Advisory Committee five weeks and four days before Republican Herbert Hoover--a China enthusiast and prohibitionist of all things except tobacco--would be sworn in as President and Chief Enforcement Officer. Just as handily ignored were current events in the USA, where drug and dry laws tried to repeal Supply & Demand and succeed in multiplying the number of bribed officials, dirty cops, corrupt judges, killers with badges, bankruptcies, prison populations and estimated numbers of actual opiate addicts.

In Geneva, delegates changed the subject to a competing opium Régie
in nearby French Indochina (later to be known as Vietnam). With this, Messr. Bourgois, 55-year-old former
naval officer and French attaché to Japan--with considerable political experience and
mathematical ability--came out of the woodwork. Bourgois asserted a 20% decrease
in prepared smoking opium sold, which he called chandu, by its Asian name. The Frenchman disarmed every question by

factories."
After a Bosnian Serb shot an Austro-Hungarian Archduke in 1914--conveniently making escalation of Balkan Wars into WW1 frameable as something other than another China-sparked opium war--Austria and Hungary developed separate identities while Serbia vanished into the "Kingdom of the Serbs, Croats and Slovenes". Its citizens included the chairman of this Committee meeting and an expert, Mr Militchewitch, who explained that switching from opium to tobacco, cotton or mulberries had proven a non-starter.
